Nominations and evaluations of selected results according to the M1 Module on behalf of the Faculty of Informatics and Management, UHK
The Research, Development and Innovation Council conducts assessments at a nation-wide level in accordance with Government-approved Methodology for Evaluating Research Organisations and R&D Purpose-tied Aid Programmes.
At its 107th meeting of 8 February 2017, the Czech Government approved new rules for evaluating research organisations, which substantially modified the existing system. The new evaluation scheme has been implemented step by step. Ever since 2017, research organisations have been monitored and evaluated every year based on a comprehensive evaluation scheme. Starting from the year 2020, evaluation is now conducted in five-year cycles.
The basic principles of the new system, which follows prevailing international standards, involve conducting the evaluation at three different levels – at the national (central) level, at the provider level and at the level of individual research organisations. Research organisations themselves are classified into three segments, that is into universities, institutes of the Czech Academy of Sciences and departmental and industry research organisations. Quality is now evaluated based on five basic modules – quality of selected results, research performance, social relevance, viability, and strategy and policies. The relative significance of the different modules depends on the status and the position of the research organisation in the overarching R&D system. Another important change is the evaluation of the quality of international cooperation of individual research organisations. Based on the experience gained in the first years of implementation, Module 1 now also includes evaluation in the area of applied social sciences and humanities. Consequently, remote reviews were added to evaluate those disciplines in which bibliometrics do not provide relevant evaluation data in the year 2020 within Module 1.
Evaluation will be based only on results published in RIV (Information Register of R&D Results), where each outcome is further evaluated based on additional criteria.
The faculties of the University of Hradec Králové nominated their outcomes based on quotas set by the Rector’s Office. The results were then evaluated by a committee chaired by Ondřej Krejcar, the Vice-Rector for Science and Creative Activities.
“We were excited to learn that the Faculty of Informatics and Management had so many excellent research results. At the same time, it made it particularly difficult to choose and nominate just some of the best,” Hana Mohelská, FIM’s Vice-Dean for Science and Research explained. In the end, the Faculty selected and nominated the following authors and their work: Dalibor Cimr - Computer Aided Detection for Fibrillations and Flutters Using Deep Convolutional Neural Network, Pavel Čech - Matching UML Class Models Using Graph Edit Distance, Marek Franěk; Jan Petružálek; Denis Šefara - Eye Movements in Viewing Urban Images and Natural Images in Diverse Vegetation Periods, Martin Gavalec - Strong Tolerance of Interval Eigenvectors in Fuzzy Algebra and José Luis Salmerón Silvera - Uncertainty Propagation in Fuzzy Grey Cognitive Maps With Hebbian-Like Learning Algorithms.
Chaired by Professor Krejcar, the committee ultimately selected just two authors and their work, specifically Dalibor Cimr and José Luis Salmerón Silvera. Their work will be submitted to Module I and will be evaluated by the RDIC committee.
